An FSTD Access "Public Health Corridor"

Flight crew travel facilitation between States for training or PPC's is essential to continue or to re-establish operations.

The establishment of an FSTD training "public health corridor" (PHC) would enable pilots, instructors and examiners (personnel) to travel to and use, under strict protocols, FSTD facilities specifically for the purposes of meeting training or PPCs validity requirements. An FSTD training PHC could be considered for domestic or international travel depending on State government approvals. 


The FSTD access PHC necessarily extends from the home base to include:

  • the flights to and from the FSTD host State;
  • the ground transport from accommodation to the FSTD at host State (or region);
  • the accommodation used by personnel while participating in the FSTD training; and
  • the FSTD training facility;

The CART "Take-off" guidance identifies public health risk mitigation measures for a PHC that for crew, begins at the departure airport, covers the flight to the arrival airport, and includes accommodation during layovers.  An FSTD access PHC for personnel travelling for the purposes of receiving or conducting training or PPCs will need to extend further to include the travel to/from PHC boundary to the home base and at the external training base in the FSTD host State or region (see Figure 1).
