COVID-19 Operational Safety Measures

State Letter AN 11/55-20/50 detailed the means by which States can provide information on temporary differences to the Standards in ICAO Annexes. In considering applying a temporary difference, States may need to consider the impact of these measures on the safety of the operations and develop requirements for mitigations to be in place for operators affected.

Some provisions in the Annexes do not require a State to file a temporary difference, as the Standard does not specify specific limits which are exceeded by the alleviations. While there is no requirement to file differences, temporary changes to State regulations may need to be carefully considered, as part of a comprehensive risk assessment.
