State Action Plans

 

By the end of 2021, 121 States representing over 97.52 per cent of global international air traffic in terms of revenue tonne-kilometre had voluntarily submitted their State Action Plans to ICAO. To support States in developing their State Action Plans, ICAO provided them with guidance documents, quantification tools and other assistance. All States were encouraged to submit a State Action Plan, or update their existing State Action Plans, taking into account the availability of new technologies and clean energy and ensuring the use of the best available data and ICAO-approved tools and methodologies.

 

The State Action Plans, containing fully quantified provisions, will help to assess ICAO’s progress in achieving its global aspirational goals and can be used to request green financing for the implementation of selected CO2 mitigation measures. Such work is closely linked with efforts to explore the feasibility of a long term aspirational goal for international aviation CO2 emissions reduction. Depending on the outcomes of the 41st Session of the ICAO Assembly, the overall objectives of the ICAO State Action Plan initiative may have to be adjusted to focus on capacity-building and raising awareness of relevant innovation.
