Security and Facilitation
Addressing security and facilitation threats and issues
In terms of the international cooperative effort that underpins the ICAO Traveller Identification Programme (TRIP) Strategy, ICAO works closely with many leading organizations that play a key role in this field. ICAO encourages Member States to come together at the regional and subregional levels to agree on action plans to implement aviation security and facilitation programmes, including all the elements of the TRIP Strategy. One example is the signature of a Memorandum of Cooperation between ICAO and the International Organization for Migration (IOM).
In light of UN Security Council Resolution 2178 (2014) that, inter alia, calls upon Member States to require airlines operating in their territories to provide Advance Passenger Information (API) to national authorities in order to detect the movement of “foreign terrorist fighters,” i.e. the departure from, entry into or transit through their territories of such persons, ICAO enhanced cooperation with the UN Counter-Terrorism Centre (UNCTC) of the Counter-Terrorism Implementation Task Force (CTITF) Office on joint work on passenger data-related matters, particularly in the UNCTC’s global workshops on raising awareness and building capacity on API. As such, ICAO contributed to the following four API workshops for “FTF priority States” that did not have API in 2016, in close coordination with several international entities such as the Counter Terrorism Executive Directorate (CTED), the World Customs Organization (WCO) and the International Air Transport Association (IATA):
• 7 to 9 March, Bangkok, Thailand;
• 3 to 5 May, Amman, Jordan;
• 12 to 14 July, Vienna, Austria; and
• 13 to 15 December, Almaty, Kazakhstan
Along with enhanced screening, security checks and facility security, UN Security Council resolution 2309 (2016) calls for strengthened cooperation and information-sharing among States and a requirement that airlines provide API to national authorities in order to track the movement of individuals identified by the counter-terrorism committees. Regional and international cooperation on border control, law-enforcement and criminal justice are also underlined.
