Facilitating Air Services Negotiations and Fostering Cooperation Between States (ICAN)
The eighth ICAO Air Services Negotiation Event (ICAN2015) was held on 19-23 October in Antalya, Turkey. The event recorded the largest attendance since the inception of the ICAN facility in 2008, with 803 participants from 95 States/Territories, seven international organizations, and other stakeholders.
Aviation negotiators from the participating States and one regional grouping conducted 588 formal and informal bilateral meetings, which led to the signing or initialling of more than 550 agreements (including many open skies agreements) and arrangements (such as Memorandums of Understanding, Records of Meeting or Agreed Minutes).
Taking advantage of the platform provided by ICAN2015, some new side events were also organized in addition to the traditional State aviation negotiations. These included a special celebration of World Statistics Day, several workshops conducted by industry stakeholders, and many Business-to-Business (B2B) meetings.
ICAO continued to maintain and update the database of World Air Services Agreements (WASA), which is now online and contains features to improve the usability and value of the product. The database covers over 3 600 bilateral Air Services Agreements (ASAs) and their amendments, including the text thereof, as well as a search capability function for users to sort information by specific keywords or ASA provisions.
