Executive Committee considers Y2K issue and other items
The Executive Committee considered a series of working papers on the subject of increasing the effectiveness of ICAO. After extensive debate, the Committee agreed to request the Secretariat to prepare a draft resolution taking into account the points raised in the related working papers and the views expressed during the discussion.
The Committee greeted with applause a statement by the Delegate of Canada advising that his Government was in the process of donating a further Can.$100 000 to COSCAP. It also welcomed advice from the Delegate of Nepal that the COSCAP South Asia Project was progressing well.
The Committee had before it three working papers under Agenda Item 22, two of which were information papers. Chief, Aviation Medicine, introduced the main paper, WP/21, which presented the results of a consultation with States and international organizations concerning the implementation of Assembly Resolution�A29-15 on smoking restrictions on international passenger flights, as well as a summary of information received from aircraft manufacturers on the feasibility of developing and installing separate cabins for smokers. The Committee noted the report in WP/21 and reconfirmed that the final goal is a complete ban on smoking on all passenger flights.
The Committee also noted the information provided by India in WP/151 (which gave India's position regarding implementation of the smoking ban on passenger flights pursuant to Resolution A29-15); and by the United States of America in WP/187 (which gave a status report on compliance with the Resolution and showed that significant progress had been made on banning smoking on flights to and from the United States).
The Committee examined a number of draft reports to the Plenary on items it had considered, and took the following actions:

| WP/181 | Report on Agenda Item 16.1 - Development of an up-to-date consolidated statement of continuing ICAO policies related to the safeguarding of international civil aviation against acts of unlawful interference | Approved. The Committee agreed to recommend to the Plenary adoption of Resolution 16/1, with two amendments to Clause 4 of Appendix A. |
| WP/182 | Report on Agenda Item 16.2 - Mechanism for financial, technical and material assistance to States with regard to aviation security | Approved, subject to one change to paragraph 16.2:6 and the addition of a new sub-paragraph c) to paragraph 16.2:11, to reflect the views recorded in paragraph 16.2:6 (which had been widely supported). |
| WP/200 | Report on Agenda Item 20 - Financial and organizational aspects of the provision of air navigation services | Approved, subject to changes in paragraph 20:7 and 20:14. |
| WP/202 | Report on Agenda Item 19 - Implementation of the ICAO communications, navigation and surveillance/air traffic management (CNS/ATM) systems | Approved, subject to a change in paragraph 19.2. The Committee requested the Secretariat to co-ordinate Resolution 19/1 with a related resolution proposed by the Legal Commission. |
Economic Commission
The Economic Commission completed its discussion of all the Agenda items which had been referred to it: Agenda Item�30, 31, 32 and 33. It will next consider the draft reports to the Plenary on all these items on Thursday, 1 October.

The Administrative Commission discussed draft texts for the reports covering the following items:
Technical Commission Concludes its Work for the Session
The Technical Commission approved draft report material on Agenda Items�25 and 28.2 as presented in WP/203 and WP/204 respectively and as modified by the discussion. It further approved, without change, draft report material on Agenda Item�26 as presented in WP/203, and Agenda Items�27 and 29 as presented in WP/204. Finally, the Technical Commission approved, without change, draft text for the General Section of its report, as presented in WP/205, thus concluding its work for the 32nd�Session of the Assembly.
