Election of Part III of the Council
The election of Part III of the Council was conducted. With 144 States voting, the number of votes required for election was 73. There were 14 candidates for 12 seats. Twelve States were elected on the first ballot as follows: Algeria, Botswana, Cameroon, Cuba, Indonesia, Kenya, Lebanon, Pakistan, Panama, Senegal, Slovakia and Uruguay.
The remainder of the Plenary was devoted to general statements delivered by the Delegations of Singapore, Slovakia, South Africa, Uganda, Spain, Sri Lanka, Tunisia, Turkey, Lao People's Democratic Republic and Rwanda.
Executive Committee considers Y2K issue and other items
Six papers dealing with Year 2000 (Y2K) computer date change problems were introduced, with a general discussion following those presentations:
The extensive debate that followed introduction of the papers indicated virtually unanimous agreement on the importance of Contracting States taking action on this serious problem to ensure that air navigation services are not adversely affected. A number of issues were brought up which it was felt should be reflected in the draft resolutions contained in the various papers, and the Secretariat was asked to prepare a single draft resolution which would combine those drafts, taking into account the views expressed. The Committee noted the contents of WP/98 and invited all States to keep ICAO up to date with the progress they are making in the aviation field.
The Committee also examined WP/12, the Council's progress report on the implementation of Resolution A31-16 (Strengthening the use of Chinese language in ICAO), and on the implementation of Resolution 29/21 (Strengthening the use of Arabic language in ICAO). The Committee examined and noted the report presented by the Council in WP/16 and Corrigendum 1 thereto, on the level of services provided in the working languages of ICAO.
The Committee, having examined the Council's report in WP/28 on transitional arrangements between ICAO and the African Civil Aviation Commission (AFCAC):
The President of the Council presented for the Committee's consideration the Annual Reports of the Council to the Assembly for 1995, 1996 and 1997, as well as the Supplement to the Report for 1997 (Docs 9667, 9685 & Corrigendum, 9700 & Corrigenda 1, 2(F) and 3, plus Supplement to Doc 9700 and Corrigendum thereto). The Committee noted the Reports.
The Committee examined the proposal in WP/183, presented by the United States of America, and unanimously agreed to recommend to the Plenary adoption of the draft resolution on the 50th Anniversary of the ICAO Air Navigation Commission.
The Committee examined WP/190, presented by Argentina, Australia, Bolivia, Japan, Mexico, Republic of Korea, Spain and the United States of America, which proposed adoption of a resolution dealing with safety of navigation. It agreed to recommend to the Plenary adoption of the resolution, with two editorial corrections introduced by the Delegate of Japan.
Technical Commission
The Technical Commission took action on WP/97 (presented by the International Transport Workers' Federation) on safety standards and training for cabin crew and reviewed the findings of the study on operations in a two-units-of-measurement environment which had been requested by the 31st Session of the Assembly, and took the action proposed by the Council in WP/63.
