The President of the Council presented the Annual Reports of the Council for 1995, 1996 and 1997 as well as the supplement to the 1997 report. The text of this presentation is available on this web site.

There were also general statements from the Delegations of Zambia, Cuba, Guatemala, Nigeria, Pakistan, Philippines, Bangladesh, Republic of Korea, Romania, Russian Federation, Samoa and Saudi Arabia. It is expected that general statements by Delegations of Contracting States and of Observers will conclude following Agenda Item 10 on Saturday morning.

Technical Commission

The Technical Commission held its first meeting under the chairmanship of Mr. J.M. Sanchez (Chile).

Under Agenda Item 7, the Technical Commission completed its review of those parts of the Annual Reports of the Council to the Assembly for 1995, 1996, 1997 and the Supplement for the first half of 1998, which had been referred to it by the Plenary.

Under Agenda Item 8, the Technical Commission completed its review of the Programme Budget for 1999-2001 in respect of air navigation activities, and supported the proposals as presented, with some comments.

Under Agenda Item 24, the Technical Commission considered WP/19 concerning the development of an up-to-date consolidated statement of continuing ICAO policies related to air navigation. It accepted amendments and additions to Resolution A31-5, Appendices A to W in Doc�9662, as proposed in WP/19.

Further amendments to Resolution�A31-5 relating to the SARPs development and amendment process were accepted under Agenda Item�28.1 following consideration of WP/68 and WP/94, the latter paper having been presented by the United States and Canada.

Legal Commission

The Legal Commission, at its first meeting, elected Mr.�Senarath�Liyanage (Sri Lanka) and Dr. I. Leon Riquelme (Cuba) as its First and Second Vice-Chairpersons respectively.

The Commission completed consideration, under Agenda Item 7, of the Annual Reports of the Council to the Assembly for 1995, 1996 and 1997 plus Supplement and, under Agenda Item 8, the Programme Budget for 1999 to 2001.

Under Agenda Item 34, the Commission completed consideration of the modernization of the �Warsaw System�, WPs/25, 166, 70 Revised and 101.

Administrative Commission

The Administrative Commission held its First Meeting with Mrs. V. Dufour (Canada) as its Chairman. The President of the Council and the Secretary General attended the meeting. The Commission elected as its First and Second Vice-Chairmen Mr.�V.�Grossi (Brazil) and Mr.�B.�Tchicaya (Congo), respectively. The Commission then started consideration of Item 36.1 - Programme Budget 1999, 2000, 2001 and Item 36.2 - Technical Co-operation Administrative and Operational Services Cost (AOSC) - WP/46. The President reiterated the importance of providing the Organization with adequate resources and of States paying contributions early each year. He also noted the importance of the Universal Safety Oversight Audit Programme to the Organization.

Statements were made by Germany, Greece, France, Spain, Canada, Australia, Denmark, United Kingdom, the Kingdom of the Netherlands, Kenya, United States, Sri Lanka and Brazil. Views were also expressed on a number of important related items including resource levels, the Working Capital Fund and the disposition of cash surplus.

The Commission considered Item 5.1 - Reference of agenda items to the Executive Committee and Commissions and directives concerning co-ordination of action by those bodies - WP/65 and adopted the draft terms of reference of the Budget and Contributions Working Groups.

The Commission also considered items 7, 8, 37.1, 37.2 and 38.2.

The Commission referred Items 36.1 - Programme Budget - 1999, 2000, 2001 and 36.2 - Technical Co-operation Administrative and Operational Services Cost (AOSC) - WP/46 to the Budget Working Group for study and report.

The Commission referred Item 37.3 - Assessments to the General Fund for 1999, 2000 and 2001 - WP/11 to the Contributions Working Group for study and report.
