The Executive Committee considered Agenda Items 12.1 and 12.2 and agreed to recommend that the Assembly express its thanks to those States that have so far concluded agreements with ICAO to settle their arrears and urge those States that have not yet done so to enter into such agreements or to pay their arrears in full at the earliest possible date.

The Executive Committee considered Agenda Item 14 and unanimously agreed to recommend to the Plenary adoption of the resolution in Appendix A to WP/29, for the amendment of the Convention on International Civil Aviation regarding the authentic Chinese text. It also unanimously agreed to recommend to the Plenary adoption of the resolution appearing in Appendix A to WP/30, on ratification of the Protocol amending the final clause of the Convention. The Assembly adopted unanimously the resolution appearing in Appendix A to WP/29. Noting that the amendment required ratification by 124 Contracting States of the Organization in order for it to enter into force, the Assembly also unanimously adopted the resolution presented in Appendix A to WP/30.

The meeting was also devoted to general statements delivered by the Delegations of the Democratic People's Republic of Korea, Dominican Republic, Egypt, El Salvador, Eritrea, Greece, India, Indonesia, and the Islamic Republic of Iran, Jamaica, Japan, Lebanon, Lithuania, Mexico, Morocco, Namibia, Nepal, and the Kingdom of the Netherlands. The Chief Observer for the International Air Transport Association (IATA) delivered a statement on behalf of his Association.

With regard to Agenda Item 4, and on the nomination of the Delegate of Switzerland, seconded by the Delegate of Tunisia, the Assembly elected by acclamation Mr. H.S. Khola, Chief Delegate of India, as President of the Assembly.

On the nomination of the Delegate of Ghana, the following nominations for the posts of Vice-President were also approved by acclamation:

Second Vice-President Mr. N. Compaore, Delegate of Burkina Faso
Third Vice-PresidentMr. Mr. R. Guerra Benitez, Chief Delegate of Paraguay
Fourth Vice-PresidentMr. A. Rozakberdiev, Chief Delegate of Uzbekistan.

With regard to Agenda Item 6, and on the nomination of the Delegate of Australia, the Assembly approved by acclamation the following nominations for Chairmen of Commissions:

Technical CommissionMr. J.M. Sanchez, Delegate of Chile
Legal CommissionDr. E. Chiavarelli, Alternate Chief Delegate of Italy
Economic CommissionMr. M. Taieb, Chief Delegate of Tunisia
Administrative CommissionMrs. V. Dufour, Alternate Chief Delegate of Canada.

One of the highlights of Day Three will be the Annual Reports of the Council to the Assembly for 1995, 1996, 1997 and the first six months of 1998. The Report will be presented by the President of the Council, Dr. Assad Kotaite. Also of note will be the Programme budget for 1999-2001 and matters dealing with air navigation and safety/security standards.
