Sponsoring Opportunities for iPacks

Over 30 Implementation Packages (iPacks) have been deployed successfully, while more than 50 iPacks are being deployed primarily to Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs) and Small Island Developing States (SIDs). These groups of vulnerable countries in the United Nations System need our support in the short-term for their COVID-19 recovery efforts and in the medium and long-term to improve their level of implementation of the ICAO Standards and Recommended Practices (SARPs).

ICAO does not have the financial resources to provide technical assistance to the LDCs, LLDCs, SIDs, and any other country in need. The Technical Cooperation Bureau of ICAO provides assistance in form of projects of any size that are funded upfront as per an agreed cost recovery budget. A growing funding source are sponsors who provide funding for safety and security relevant projects and lately for iPacks.

iPacks are unique tools to assist States facing challenges in closely defined and specific technical areas. At the beginning of an iPack deployment the personnel of the beneficiary authority/authorities usually participates in online or virtual courses offered by the Global Aviation Training (GAT) Section. Once the personnel is fully cognisant, a dedicated subject matter expert (SME) will guide and assist them in achieving the iPack objectives. The SME remotely supports the team for a duration of 10 to 20 workdays over a period of three months which helps the authority to build up its capacity in a sustainable manner. Relevant ICAO documents, workshops, and digital tools facilitate the work of the teams.

This ICAO initiative has been well received and over USD 2.4 million in funding were provided by individual ICAO Member States and development banks. The funds allow ICAO to fund the current 15 ongoing iPack deployments, 25 initiated and ten planned ones.

We would also be grateful for any contributions towards the development of safety and security relevant new iPack titles and translation costs.
