Yves Maurice Lambert was born in Nancy, France on 4 June 1936. He was educated at the École Polytechnique of Paris, the National Civil Aviation School and also at the Centre de Préparation à l'Administration des Entreprises.

 

Mr. Lambert was the Chief of Civil Aviation Technical Service in Algeria from 1961 to 1964. In 1965, he was the Director of Aeronautical Safety of the Organization for Aeronautical Management and Safety in Algeria (OGSA) and was appointed Director of OGSA in 1966. From 1968 to 1969, he worked for the French Air Navigation Technical Services and served as Technical Adviser to the French Minister of Transport from 1969 to 1972. He was the Representative of France on the Council of ICAO from 1973 to 1976. During that time he participated in the work of the Assembly, Council and Committees of the Council. He was also Chairman of the Finance Committee of ICAO (1974-1975) and Chairman of the ICAO Committee on Joint Support of Air Navigation Services (1975-1976). Mr. Lambert was appointed Secretary General of ICAO on 1 August 1976.
 
He was awarded Chevalier, Légion d'honneur, Ordre nationale du Mérite, Médaille de l'Aéronautique.
Mr. Yves Lambert died on 27 March 2021 at the age of 84.
