Submitting a Targeted Exemption (TE) to ICAO

There are different types of TEs that may be lodged with ICAO, each with its own submission form. These can be accessed below, along with the associated instructions for completion. Please follow the instructions carefully when completing the TE submission form.

Note:

Forms may only be submitted by the National Continuous Monitoring Coordinator (NCMC) or authorized user from a Member State.
Forms should be completed using the fillable pdf form provided, not printed and completed by hand. Hand written forms are not able to be accepted.
Completed forms should be sent to: TEInbox@icao.int
TEs will be normally be included in the database within 2 working days of receipt of a correctly completed form.

1. Pilot Proficiency Checks (PPC) PPC TEs relate to exemptions to PPC requirements for aeroplane and helicopter pilots.	Submission form	Instructions for completion
2. Pilot Recent Experience (REC) Pilot Recent Experience TEs relate to Take-off and Landing Recency requirements for aeroplane and helicopter pilots.	Submission form	Instructions for completion
3. Pilot Area, Route and Aerodrome (ARA) Recency Pilot ARA Recency TEs relate to ARA recency requirements for aeroplane and helicopter pilots.	Submission form	Instructions for completion
4 Pilot Medical Validity (MED) Medical TEs relate to extensions of medical validity periods for pilots.	Submission form	Instructions for completion
5. Pilot Licence Validity (PEL) PEL TEs may be required where the State issues a licence or rating with an expiration date.	Submission form	Instructions for completion
6. 25-hour Cockpit Voice Recorder (CVR) CVR TEs relate to 25-hour duration CVR equipage requirements, and may be necessary when supply chain disruptions result in the operation of a non-compliant aircraft.	Submission form	Instructions for completion
