Evaluation

The Evaluation means the formal summative assessment of the pilot performance. During summative assessments, the decision is either "competent" or "not competent" with respect to the final competency standard(s).

 

For operators delivering advanced training program such, evidence-based training (EBT), Advanced Qualification program (AQP) and alternative training and qualification programs (ATQP), the Evaluation can be performed during the Line Oriented Evaluation (LOE) phase of training sessions.

 

For operators delivering traditional training and checking programs, the Evaluation is performed during   Operator Proficiency Checks (OPC). The OPC can be combined with a License Proficiency Check (LPC).

 

From a regulatory perspective, the proficiency check's content is very prescriptive and is focused on the restitution of exercises where the measurement of pilot performance is mainly based on a set of fixed predetermined criteria represented by the flight path deviation numeric tolerances. Consequently, the training designer should ensure that the proficiency check's content integrates scenarios that are operationally realistic and that permit to also assess the competencies situation awareness, communication, workload management, leadership and decision making, which are crucial for safety in operations.


The evaluation of the pilot performance is proposed for a pilot in situations 3, 4 and 5 because a competency assessment is either necessary as the alleviation may have induced a long period without a pilot performance assessment (situation 3 and 4 could induce period of more than 16 months without assessment), or because the alleviation has lapsed and a formal evaluation is necessary (situation5).


Operators might also review and adjust existing failure policies regarding the individual pilot's time out of practice or the length of the alleviation period.
