Voluntary funds mobilized
For the year 2019 and as of 31 October 2019, all the ICAO voluntary funds cumulatively received an amount of CAD 4 million with 99 per cent (CAD 3.9 million) contributed by States and 1 per cent (CAD 44 000) by others. The top 3 State contributors on voluntary funds are Saudi Arabia (CAD 1.3 million), China (CAD 1.1 million) and the United States (CAD 553 000). Specifically regarding cross-cutting contributions received in the Resource Mobilization Fund, the Saudi Arabia contribution of CAD 1.3 million is supporting the No Country Left Behind (NCLB) initiative globally and was earmarked to 16 separate ICAO projects. In a continuing signal that ICAO is diversifying its donor base, the Office of the United Nations High Commissioner for Human Rights (OHCHR) provided CAD 30 000 for cabin crew training and the Federal Aviation Administration (FAA) of the United States increased its contribution to CAD 130 000 for Asia Pacific and pilot training. In 2019 SPCP facilitated the negotiations for CAD 2.6 million for Technical Cooperation in support of safety in the United Republic of Tanzania as well as the Republic of the Congo, of which CAD 1.8 million was received in December 2019. SPCP also coordinated the negotiations with China on potential funding of the Civil Aviation Master Planning Course.
In 2019, the Safety Fund (SAFE) received voluntary contributions from various States, international organizations and industry. The fund has been used for ICAO technical assistance programmes, benefitting States as well as regional organizations in terms of remedying their safety deficiencies, identified by the Universal Safety Oversight Audit Programme (USOAP) activities. The Fund plays a key role in mobilizing resources needed for ICAO’s work with respect to assistance to States and has produced very positive results for the enhancement of aviation safety.
