Civil Aviation Training

 

A total of 898 (all in TC projects) fellowships were awarded for a combined duration of 600 work-months, as described below:

 

​369 fellowships were awarded under country and regional technical cooperation projects funded by recipient governments or donors;
​60 fellowships were awarded by Aena S.A. (ENAIRE) – Agencia Española de Cooperación Internacional para el Desarrollo (AECID) of Spain for training in the areas of airport master plans;
​469 fellowships were awarded under Memoranda of Understanding signed by ICAO with India, Republic of Korea, Singapore and Turkey, for the provision of training to be funded by these countries and administered by ICAO. Of these:
​12 fellowships were awarded for training at the Indian Aviation Academy in aerodrome operations-safety management system (SMS) and airport pavement design;
​282 fellowships were awarded for training undertaken at the Civil Aviation Training Center of Korea Airports Corporation (KCATC) and the Incheon Airport Aviation Academy. Related subject matter included: radar approach control; aviation policy for executives I and II; aviation security and safety; airport pavement evaluation; safety oversight management and practical preparation for the ICAO Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP-CMA); airport construction and operation; Doppler very high frequency omni-range/distance measuring equipment (DVOR/DME) management; aerodrome inspection; instrument landing system (ILS) maintenance; aerodrome communications, navigation and surveillance (CNS) engineering; airport lighting operation and management; airport environment management; aviation communication system; and airport terminal operation; 
​135 fellowships were awarded for training undertaken at the Singapore Aviation Academy.  Related subject matters included: aviation law; civil aviation management; safety oversight management; safety oversight inspections (airworthiness); safety oversight inspection (air navigation services); safety oversight inspections (aerodromes); State safety programme implementation; aviation security leadership and management; aviation security management; airport security operations management; air traffic management safety investigation and analysis; methodology and best practices for aviation system block upgrades (ASBU) implementation; safety audits of air traffic services; procedures and design process for performance-based navigation airspace; as well as aviation leadership for a diploma in civil aviation management; and
​40 fellowships were awarded for training undertaken at the Turkish Directorate General of Civil Aviation (DGCA), in aerodrome certification, safety management systems and State safety programmes, ramp inspection awareness and aviation security management.

 

ICAO experts recruited through technical cooperation and technical assistance projects provided in-country training in various fields for 6 009 (5 855 in TC projects and 154 in TA projects) civil aviation administration personnel. Recipient States also continued to include substantial training for their nationals as part of the procurement component of their ICAO technical cooperation projects. In addition, 576 (573 in TC projects and 3 in TA projects) national staff benefited from training in new technologies and in the operation of equipment purchased through ICAO.

 

The training of management, technical and operational personnel was particularly important in terms of improving State oversight capabilities. According to information provided by Member States, personnel trained through the Technical Cooperation Programme are progressively absorbed by civil aviation administrations, which greatly benefit from the training and retention of a workforce of qualified aviation safety and security personnel, including inspectors.
