DFMC SBAS SARPS - Baseline draft for validation

The hyperlinks provided in the list of references at the bottom of this page provides access to Appendix A to the Report on Agenda Item 2 of the Fifth Meeting of the Navigation Systems Panel (NSP/5) (6 – 15 November 2018).

The Appendix comprises two documents developed by NSP which support the validation of the Standards and Recommended Practices (SARPs) for the global navigation satellite system (GNSS) satellite-based augmentation system (SBAS) operating in a dual-frequency, multi-constellation (DFMC) environment (DFMC SBAS):

  • the first document (“Draft DFMC SBAS SARPs”) is in two parts (Part A and Part B) and contains the set of draft SARPs that were accepted by the NSP/5 meeting as the “baseline” to finalize the technical validation of the SARPs;
  • the second document (“DFMC SBAS Key Concepts”) identifies the key concepts on which the proposed draft SARPs are based and highlights the main differences between DFMC SBAS service and L1 SBAS service.

The draft DFMC SBAS SARPs are currently undergoing validation by the NSP. They will not be recommended by the panel for inclusion in Annex 10 until after the successful completion of the validation. Until then, the material will be treated as internal panel material and maintained under configuration control by the panel.

At the completion of the validation process, the draft material will be reviewed and any changes deemed necessary in light of the results of the validation will be made. A formal SARPs amendment package will then be prepared, and its approval for implementation in Annex 10 will be recommended by the panel, with a view to achieving a SARPs applicability date in 2022 (subject to review by the Air Navigation Commission, consultation with States and adoption by Council).
