​The Council elects its President for a term of three years, and he may be re-elected. Dr. Olumuyiwa Benard Aliu is the fifth and current President of the ICAO Council. Having initially assumed the position on 1 January 2014, he was re-elected by acclamation on 21 November 2016. Prior to his election, Dr. Aliu served as the Representative of Nigeria on the Council from 1 January 2005 to 31 December 2013.

Providing opening remarks at the 2019 China Civil Aviation Development Forum, ICAO Council President Dr. Olumuyiwa Benard Aliu highlighted that new regulatory policies and practices are needed in aviation so that the sector can proactively engage with innovators and encourage, rather than impede their inventiveness. During his stay in Beijing, Dr. Aliu met with a number of high-level officials, the CAAC Administrator, Mr. Feng Zhenglin as well as the Vice Minister of Foreign Affairs of China, Mr. Le Yucheng. ICAO Council President Dr. Olumuyiwa Benard Aliu stressed the value of open skies and the need for continuous pursuit of air transport liberalization during his mission to the Republic of Korea in May 2019, where delivered the keynote remarks at the combined Fourth ICAO Air Transport Symposium and Sixth Conference on International Air Transport Cooperation.
