ICAO Behaviour Detection Course

Target audience:

This course is designed to provide security personnel, and those responsible for the implementation of aviation security measures, with effective behaviour detection techniques and methods in order to enhance overall protection against acts of unlawful interference.

Security personnel responsible for the development, implementation, supervision or oversight of aviation security measures, to include:


  • Personnel of a civil aviation authority responsible for aviation security;
  • Personnel from other regulatory authorities, law enforcement agencies, airports, airlines, and/or service providers that have an active role in maintaining aviation and airport security; and
  • Aviation security instructors who are or will be responsible for delivering this or similar subject matter.

The course aims to enable participants to:

  • Educate security personnel and those responsible for the implementation of aviation security measures in behaviour detection techniques and methods;

  • Explain the benefits of behaviour detection in the overall protection against acts of unlawful interference;

  • Understand a State's responsibilities regarding behaviour detection training;

  • Understand the context of a behaviour detection programme within the aviation security framework; and

  • Demonstrate how profiling techniques, behavioural detection methods and risk-based security assessments can identify persons who may pose a threat to civil aviation and require further investigation or additional security measures.

The minimum level of responsibility for those meeting the target audience criteria is that of supervisors.


It is recommended that participants have previously participated in other ICAO aviation security training, such as Aviation Security Training Package (ASTP) Courses or Workshops.
