There’s still time to register for the Joint ICAO-WCO Conference on Enhancing Air Cargo Security and Facilitation
Hosted by the Government of Malaysia
After viable explosive devices were discovered in air cargo shipments in October 2010, the global regulatory framework was subject to close scrutiny and substantially strengthened. International Organizations with responsibilities for air cargo came together and explored ways of cooperative working designed to reinforce and harmonize the whole regime while reducing duplication of effort.
Almost six years later, what is the position? Are the new rules understood and are the tools available for ensuring effective implementation? What new threats are emerging?
These issues and others will be debated at the Third ICAO-WCO Joint Conference on Enhancing Air Security and Facilitation, to be held from 26-28 July 2016 in Kuala Lumpur, Malaysia. With contributions from the President of ICAO and the Secretaries General of both Organizations, panellists and speakers will include representatives of international, regional and national administrations and all sectors of the air cargo industry, including manufacturers of screening equipment. The venue for the event is the 442-room Sama-Sama hotel, Kuala Lumpur International Airport.

Panel 2: The Path to Effective Implementation
Making the rules work: the workers, the working environment and the wider security culture
What help can government provide to support implementation of the legal framework? What national, regional and international programmes are available? What contribution can administrators make towards strengthening the security culture? This Panel will set out some current and planned initiatives.

With large work forces and complex operations, what measures can be taken to counter insider threats? Are unpredictability and random screening part of the answer?
This session will explain how this issue is being tackled at some of the world’s largest airports.
Day 2 - Wednesday, 27 July - Site visit
Visits will be arranged to a selection of courier companies, including DHL, KLAS, FEDEX and UPS.

The Conference will also be accompanied by an Exhibition
