The Third Joint ICAO-WCO Conference is now just days away.

Regulators from international, regional and national authorities will be present along with representatives of all sections of the air cargo industry and equipment manufacturers. Under discussion will be the latest regulatory changes, the current level of implementation, on-going and planned initiatives.

The event will also see the launch of the second edition of the joint ICAO-WCO brochure, Moving Air Cargo Globally.

The venue for the Conference is the Sama-Sama hotel, adjacent to Kuala Lumpur International Airport. There will also be site visits (transport organized) to complement the programme in the Kuala Lumpur area.

Day 3 - Thursday, 28 July – Panel

Panel 5: Summary and Forward Look – Can We Do Better, Can We do More?


    Panel members:

  • Mr. Boubacar Djibo, Director, Air Transport Bureau, ICAO

  • Mrs. Asha Menon, Acting Deputy Director, Compliance and Facilitation Directorate, WCO

  • Ms. Poppy Khoza, Director of Civil Aviation, Civil Aviation Authority, South Africa

  • Tan Sri Bashir Ahmad, Advisor (ex-Managing Director) Malaysia Airports

How can the different layers of regulation – international, regional and national - complement each other? Can facilitation, like security, be audited? What are the challenges associated with sharing information?

This last Panel before the Closing Remarks is likely to consider these issues as it reviews the outcomes of the Third Joint ICAO-WCO Conference and identifies the on-going challenges.

Panel Members will be asked what they personally consider to be the highlights of the event.

Day 2 - Wednesday, 27 July - Information session

Choosing a Screening Method and High Risk Screening

What are the options for screening cargo? What are the criteria for selecting the most appropriate means or method? How is high risk cargo defined and what extra measures may be required?

All these issues will be explored, especially in relation to the most recent changes to ICAO’s air cargo security rules.

Day 2 - Wednesday, 27 July - Site visits

Visits will be arranged to the premises of Authorized Economic Operators (AEOs), courier companies and a postal facility. There will also be an opportunity to see dogs being used to detect narcotics. Delegates will be invited to specify site visit preferences during on-site registration.

4.30pm-6.30pm (approximately) Organised by the Malaysian Ministry of Transport and the Royal Malaysian Customs.

The Conference will also be accompanied by an Exhibition

The exhibition is likely to include information from regulators, industry bodies, equipment manufacturers and local businesses. (Contact details for enquires are given below.)
