Montréal and Hanoi, 7 July 2017 – ICAO Council President Dr. Olumuyiwa Benard Aliu awarded Vietnam with a Council President Certificate yesterday for the State’s recent and exemplary commitments and achievements in the effective implementation of ICAO safety oversight provisions.
The special ICAO honorarium was presented by President Aliu to Vietnam’s Minister of Transport, H.E. Mr. Truong Quang Nghia, in recognition of the State’s significant progress in the effective implementation of ICAO Standards and Recommended Practices (SARPs). President Aliu noted that Vietnam had now surpassed the targets set out in the ICAO Global Aviation Safety Plan, and encouraged the State toward even higher levels of safety oversight performance in the future.
“It is my great pleasure to congratulate Vietnam on resolving its safety oversight deficiencies and significantly improving its effective implementation of ICAO standards and policies,” President Aliu remarked. “To fortify its air transport system, Vietnam should continue strengthening its compliance with ICAO SARPs through an effective and well-resourced civil aviation authority.”
In his meeting with Deputy Prime Minister, H.E. Mr. Trinh Dinh Dung, President Aliu assured him that ICAO would continue to provide and help coordinate all necessary support, notably through its Asia-Pacific (APAC) Regional Office and under its ongoing and highly-successful No Country Left Behind initiative. He also highlighted the importance of assuring adequate investment in national Air Traffic Management (ATM) systems and airport infrastructure, so that Vietnam is able to safely, securely and efficiently manage a forecasted doubling of air traffic volumes within the next 15 years.
These remarks were echoed throughout a series of bilateral meetings conducted with Transport Minister H.E. Nghia, the Deputy Minister of Transport, Mr. Le Dinh Tho, and the Director General of Civil Aviation Authority of Vietnam (CAAV), Mr. Dinh Viet Thang. A high-level meeting at the CAAV was attended not only by Mr. Thang’s senior management team but also representatives of the senior management teams of all Vietnamese aviation agencies and airlines, along with representatives of the Ministry of Foreign Affairs of Vietnam.
This complements a series of technical visits that enabled President Aliu to personally observe the progress Vietnam is achieving, with meetings occurring at the recently built Hanoi Area Control Centre, the Southern Airports Authority, VietJet airlines, and the Vietnam Aviation Academy. Greeted enthusiastically by management, teaching faculty and students upon arrival at the Academy, he underscored the Academy's commitment to accommodating foreign trainees from Cambodia and Laos.
“Training and capacity building of this nature is the cornerstone of ICAO’s Next Generation of Aviation Professionals programme,” he remarked, directly encouraging the Academy to consider joining TRAINAIR PLUS as a means to enhancing its regional leadership role.
Dr. Aliu is in Vietnam until 10 July 2017. During his visit he is being accompanied by the Deputy Regional Director of the ICAO APAC Office, Dr. Manjit Singh.
