New Inter-Agency Arrangement to heighten counter-terrorism efforts through greater support for aviation security


On 20 December 2018, ICAO’s Secretary General, Dr. Fang Liu, and the Under-Secretary for the United Nations Counter-Terrorism Office (UNOCT), Mr. Vladimir Ivanovich Voronkov, signed a new agreement establishing a framework for collaboration which will support and enhance their aligned efforts toward making the security of international air transport, trade, and border management both stronger and more sustainable.


The signature took place during the Secretary General’s mission to United Nations Headquarters in New York, during which she was joined by the Representative of Canada on the ICAO Council and Chairperson of the Council’s Committee on Unlawful Interference, Mr. Martial Pagé, as well as the Director of ICAO’s Air Transport Bureau, Mr. Boubacar Djibo, and the Bureau’s Deputy Director for Aviation Security and Facilitation, Mr. Sylvain Lefoyer.


The agreement was concluded in consideration of ICAO’s key role in supporting the implementation of the United Nations Global Counter-Terrorism Strategy (A/RES/60/288) and numerous Security Council resolutions on counter terrorism, including but not limited to resolutions 1373 (2001), 2309 (2016) and other resolutions related to aviation security and facilitation, identity and border control management. It foresees cooperation between the two parties to leverage expertise, optimize resources, and maximize deliverables to Member States in a variety of areas of focus, including the deployment of ICAO’s policy-making capabilities to support the realization of UNOCT technical assistance initiatives.​
