ICCAE de COCESNA becomes an ICAO Regional Training Centre of Excellence

The Secretary General of ICAO, Dr. Fang Liu, highlighted the recent recognition of ICCAE de COCESNA as an ICAO Regional Training Centre of Excellence (RTCE) at a special ceremony that took place in Port of Spain, Trinidad and Tobago, on 26 June 2019.

The ICAO network of RTCE comprises 20 training organizations in all regions of the globe. This special status, which is an integral part of the ICAO TRAINAIR PLUS Programme, recognizes leading training organizations which have demonstrated the required capabilities to better support ICAO Members States in their  training activities.

These training centres are leading TRAINAIR PLUS Full Members in their region, and are responsible for developing and delivering ICAO Training Packages for national and regional trainees.

Since the start of its membership to the TRAINAIR PLUS Programme in 2015, the ICCAE has demonstrated important contributions to aviation training and human resources development in the Central America region. It has developed four ICAO Standardized Training Packages, trained dozens of instructors and course developers, built internal course validation capacities, and has continuously delivered several key ICAO courses.

As a Regional Training Centre of Excellence, the Institute will now partner with ICAO to develop at least one ICAO Training Package every two years, and to deliver these courses at least once a year in its Region.

In recognition of its excellence and contributions to the achievement of ICAO’s objectives, the Secretary General presented a commemorative plaque to the Executive President of COCESNA, Mr. Juan Carlos Trabanino.

The presentation ceremony was attended by (from left to right) ICAO’s Regional Director for North America, Central America, and the Carribean, Mr. Melvin Cintron; the Acting Director of Civil Aviation of El Salvador, Mr. Mauricio Rivas; the Director of Civil Aviation of Nicaragua, Mr. Carlos Salaza; the Deputy Director of ICAO’s Technical Cooperation Bureau and Chief of ICAO’s Global Aviation Training Office, Mr. Meshesha Belayneh; the Director of ICCAE, Mr. Mario Martinez; the Deputy Director of Civil Aviation of Belize, Mr. Gilbert Orlando Torres; and Costa Rica’s ATS Surveillance Manager, Mr. Fernando Zeledón.
