The second ICAO TRIP Workshop on Border Control Management (BCM) in the Caribbean Region is a significant step in carrying out the Canada-funded project "Strengthening Border Control Management in the Caribbean Region". This Project is implemented by the International Civil Aviation Organization (ICAO), in cooperation with the United Nations Counter-Terrorism Committee Executive Directorate (CTED) and with the support of the Caribbean Community (CARICOM) Implementing Agency for Crime and Security (IMPACS) and the Organisation of Eastern Caribbean States (OECS).

The Workshop provided 30 government representatives, from 13 different States, in charge of border control management, including immigration, customs, passport office, border control and law enforcement, civil aviation and foreign affairs authorities with a working environment to discuss with international experts.

Nearly 20 experts from the ICAO New Technology Working Group (NTWG) discussed with the participants on challenges and solutions on five different technical topics:

  1. Public Key Infrastructure (PKI)

  2. Travel Document Authentication

  3. ePassport New Technologies and Passport On-line Application

  4. Electronic Travel Systems

  5. Border Control Systems

Lastly, the draft of the ICAO TRIP Guide on Border Control Management that was developed in 2017 under the same project was discussed with State representatives and experts during and in the margins of the Workshop. This new ICAO TRIP guidance material is now available on the TRIP Publications webpage.

The first ICAO Workshop on Border Control Management that launched the project "Strengthening Border Control Management in the Caribbean Region" was held in Antigua and Barbuda in February 2017.
