PROGRAMME​ OUTLINE


 

  • ICAO’s role and mandate related to facilitation matters, including Annex 9 and identification management programmes. Overview of the global regulatory framework, policy guidance, and status of implementation and operational plan for the next triennium, following endorsement by the 39th Session of the ICAO Assembly.

 

  • The ICAO Traveller Identification Programme (ICAO TRIP) Strategy. An overview of the new global framework for achieving the maximum security and facilitation benefits of travel documents, including ICAO’s mission to contribute to the capacity of Member States to uniquely identify individuals by providing tools and knowledge to establish and confirm the identity of travellers. A holistic and integrated approach to traveller identification management as articulated by the ICAO TRIP Strategy, linking the five elements of traveller identification and border controls into a coherent framework: evidence of identity; document issuance and control; Machine Readable Travel Documents (MRTDs); inspection systems and tools; and interoperable applications.


 

  • MRTDs and Document issuance and control. Current and emerging specifications and security measures designed to minimize document fraud, ICAO specifications for passports, visas and ID cards (Doc 9303 – Machine Readable Travel Documents) and the practical use of the ICAO Guide for Assessing Security Standards for Handling and Issuance of Travel Documents, including best practices for document issuance and control  as per Annex 9 – Facilitation SARPs. 


 

  • Toward robust national identification management. Foundations of holistic traveller identification management will be explored, including why having a robust national identification management system is a pre-condition for security and facilitation benefits provided by ICAO-compliant MRTDs, eMRTDs and modern border control systems.


 

  • Border controls: inspection systems and tools and interoperable applications.  Focus on border integrity and border controls, inspection systems and tools, and interoperable applications that enhance both security and travel facilitation benefitting to the Member States and the passenger. Particular reference to their use in combatting terrorism and transborder crime will be made through the application of the UNSC Resolution 2178 (2014). Watch lists, Automated Border Control (ABCs) and border information systems, the ICAO Public Key Directory (PKD), exchange of traveller data such as Advance Passenger Information / Passenger Name Record (API/PNR), inter-agency and cross-border information sharing such as the INTERPOL's Stolen/Lost Travel Document database (SLTD) will be highlighted.

 

 

  • Traveller identification management and MRTD capacity-building assistance. Showcase of successes, challenges, programmes and best practices in providing capacity-building assistance to Member States and regional organizations in the area of secure and robust traveller identification management.


 

  • Conclusions and closing remarks. Summary of the main themes and information exchanged.

 

 

The agenda of the Regional Seminar will be complemented by an Industry Exhibition. Companies will be showcasing a broad range of products and services related notably to travel document security applications, border inspection and automated border control systems.​
