To give on overview of the key principles of ICAO’s policies on charges, including performance measurement and benchmarking, cost recovery of airport security measures and balance of interest between airports/air navigation services providers and users, as well as the status of the policies.

2. Trends and developments since the Conference on the Economics of Airports and Air Navigation Services (ANSConf 2000)

To provide an update on, inter alia, developments in commercialization and privatization of airports and ANSPs, ICAO policy development and implementation

3. Key issues and the Conference on the Economics of Airports and Air Navigation Services (CEANS-2008)

To discuss the main topics/issues planned to be addressed at the ICAO Conference on the Economics of airports and air navigation services (CEANS, September 2008), with emphasis placed on commercialization/privatization aspects, government regulation, funding of autonomous CAAs and relations between government regulators, service providers and users.

SESSION 3: ICAO ECONOMIC ANALYSES AND DATABASES (EAD) PROGRAMME

To provide an overview on the best practices to be adopted to collect and meaningfully interpret the accounting and operational data. To discuss the role of High level indicators and measures to monitor performance, improve benchmarking and address infrastructural gaps.

3. Preventive measures available to address the effects of noise (land-use planning etc.);

6. Noise charges.

• Aircraft Engine Emissions

To provide an overview on Aircraft Engine Emissions Management :

1. Aviation emissions data (inventories and models);
2. Standards and technology available in the aircraft engine emissions;
3. Aviation emissions and local air quality;

5. Market-based measures and voluntary measures to address emissions : emissions charges, emissions trading and carbon offsets.
