Joint Conference on Enhancing Air Cargo Security and Facilitation – Synergy Through Cooperation; Singapore, 5 - 6 July 2012

The Singapore Ministry of Transport and Singapore Customs convened a two-day conference on 5 and 6 July 2012, in cooperation with the International Civil Aviation Organization (ICAO) and the World Customs Organization (WCO).  The Conference considered means by which to enhance coordination between aviation security and Customs authorities with a view to strengthening air cargo security and facilitation.  It should be noted that the Conference was held in English only.
  
The objective of the Conference was to increase awareness of aviation security and Customs regulatory frameworks, mandates and tools.  It also sought to identify synergies that can be explored to enhance coordination and cooperation between aviation security and Customs authorities and other key stakeholders in order to strengthen air cargo security and facilitation.
 
The Conference brought together policy and decision-makers, and experts in air cargo security, facilitation, and Customs processes.  These entities shared views and ideas on how ICAO, WCO, regulators, and industry, can work together to strengthen air cargo security and facilitation.  This effort was intended to help develop new, innovative and practical approaches, as well as to give participants a realistic sense, from the viewpoints of both regulators and industry, of the challenges, complexities, and operational impact of enhancing air cargo security and facilitation.
 
The Permanent Secretary, Singapore Ministry of Transport, Mr. Pang Kin Keong, the Secretary General of the International Civil Aviation Organization (ICAO), Mr. Raymond Benjamin, and the Secretary General of the World Customs Organization (WCO), Mr. Kunio Mikuriya, delivered keynote speeches at the opening session of the Conference. 
 
Presentations were also made by various air cargo and supply chain stakeholders, including internationally recognized aviation and border security specialists from States, ICAO, WCO, other international organizations and industry.
