The High-level Ministerial Segment took place on 17 April 2025 as part of the ICAO Facilitation Conference 2025, hosted by the Civil Aviation Authority of Qatar in Doha. The Ministerial Segment reaffirmed the global commitment to enhancing the facilitation of international air transport through stronger governance, innovation, inclusivity, the protection of passenger rights, and collaboration across sectors to ensure a resilient, efficient, and sustainable aviation system. The Conference adopted the Doha Declaration on the Facilitation of International Air Transport, which provides policy direction on these critical issues. The Declaration will serve as a basis for considering the Annex 9-related work programme for the next triennium at the 42nd Session of the ICAO Assembly.
