PT/EAST/18, Astana, Kazakhstan - 5 to 7 June 2018

The PT/EAST/18 Meeting was held in Astana, Kazakhstan from 5 to 7 June 2018. Forty-six participants from eight States (Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Russian Federation, Ukraine and Uzbekistan) and ICAO continued progress on the implementation of Aviation System Block Upgrade (ASBU) Block 0 – AMET, and in particular special air-reports, OPMET data requirements, SIGMET including cross-border coordination, Quality Management System new standard ISO 9001:2015, and World Area Forecast System. Future provisions associated with Amendment 78 to Annex 3 applicable in November 2018 that includes aeronautical meteorological competencies and education (in addition to qualifications and training) of meteorological personnel providing service for international air navigation in accordance to World Meteorological Organization provisions were also presented.

The meeting also noted sub-regional efforts on preparing for the implementation of ASBU Block 1 – AMET, and in particular exchanging OPMET data in the ICAO Meteorological Information Exchange Model (IWXXM) format. To assist in implementing IWXXM in the eastern part of the ICAO EUR Region, progress of implementing prerequisites (e.g. AMHS implementation, OPMET data verification, IWXXM OPMET data exchange and IWXXM translation) for the possible establishment of a new Regional OPMET Centre (ROC) Moscow was also provided.
