ICAO AVSEC auditor’s re-certification course
Paris, France 24 to 28 November 2014 - Two ICAO audit officers from Headquarters Montreal conducted one week an ICAO auditor’s re-certification course to prepare and recertify ICAO AVSEC auditors from Member States in the EUR/NAT regions for the Universal Security Audit Programme (USAP) Continuous Monitoring Approach (CMA) which will be launched in January 2015.
Sixtieth Meeting of the EANPG Programme Coordinating Group (COG/60).
The Sixtieth Meeting of the EANPG Programme Coordinating Group (COG/60) was held in the European and North Atlantic Office of ICAO from 14 to 17 October 2014. One of the highlights of the COG/60 opening session was an award of Certificate of Outstanding Achievement to the long-standing member of the Group, Representative of the Czech Republic, Mr Ladislav MIKA.
Fal Seminar Paris
Paris (France) 13 to 16 October 2014 – 90 participants representing 25 States, 9 organizations and 16 Air Carriers from the European and North Atlantic (EUR/NAT) Regions attended the first Facilitation Seminar conducted in the EUR/NAT Regions and discussed over three and a half days the wide range of ICAO Annex 9 Standards and Recommended Practices (SARPS).
Third meeting of the EUR/NAT Aviation Security Group (ENAVSECG/03) - Paris, France 9 to 11 July 2014
51 participants representing 16 States, 8 International/Regional organizations and 6 Aviation Security Training Centers from the EUR/NAT regions attended the meeting and discussed a wide range of relevant topics in the field of Aviation Security (AVSEC) .
Temporary Air Space changes in the Brazilian Airspace for the FIFA Soccer World Cup Brasil 2014 – AIC A 08/14 - Brazil, 01 May 2014
This aeronautical information circular (AIC) purpose is publishing the temporary changes in the Brazilian airspace throughout the FIFA Soccer World Cup Brasil 2014, as well as the general and specific procedures to be followed by the pilots in command and by the air traffic control facilities (ATC) belonging to the Brazilian Air Space Control System (SISCEAB) in the course of the event.
IE-REST/03 : Experts from States, international organizations and industry gather to enhance aviation safety: Moscow (Russian Federation), 22-25 April 2014
Moscow (Russian Federation), 25 April 2014 –The third meeting of the ICAO EUR Regional Expert Safety Team (IE-REST/03) was held in Moscow, Russian Federation, from 22 to 25 April 2014. 87 participants, from 14 States and 5 International/Regional Organizations, attended the meeting, which was hosted by the Interstate Aviation Committee.
Second AVSEC seminar for Eastern European and Central Asian States: Almaty (Kazakhstan) 14 to 16 April 2014
28 participants from 6 different States (Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova) attended the second AVSEC seminar for Eastern European/ Central Asian States which was hosted by the Aviation Security Training Centre (ASTC) Almaty and conducted by the Regional Officer Aviation Security and Facilitation.
RASG-EUR/03: Member states agree on safety targets for the ICAO EUR region and on safety enhancement initiatives to be launched in areas of the region not covered by the EU/EASA regulatory framework: Paris (France), 26 February 2014
80 participants representing 31 States, 11 international and regional organisations and several airlines, active in the ICAO European Regional Aviation Safety Group (RASG-EUR) agreed today on priority safety targets and metrics for the ICAO EUR Region and on safety enhancement initiatives to be launched in areas of the region not covered by the EU/EASA regulatory framework.
Joint AVSEC Seminar: Paris (France) 28 to 30 January 2014
More than 85 participants from 25 States, 7 regional and international organizations and 2 members of the ICAO Council participated in the first Joint Aviation Security Seminar organized by ICAO (Regional Offices of Paris, Dakar and Cairo) and ECAC, in the premises of ICAO EUR/NAT Office. Mr Raymond Benjamin, the Secretary General of ICAO, opened the seminar and underlined its importance for intra-regional and inter-regional coordination and cooperation. He also stated the importance of harmonization across regions in the aviation security system, properly protected at global level for the benefit of passengers and goods; that can only be achieved if States and industry work towards a joint approach to address the growing challenges in protecting aviation from unlawful interference.
ATMG/18: Tbilisi (Georgia) 10 to 13 December 2013
Eighteenth Meeting of the Air Traffic Management Group – Eastern Part of the ICAO EUR Region (ATMGE/18).More than 30 participants from eleven States and two international organisations attended the 18 th meeting of the Air Traffic Management Group Eastern Part of the ICAO EUR Region (ATMGE/16) which, thanks to the kind invitation/support of the Civil Aviation Agency of Georgia (GCAA) and the Georgian Air Navigation Service Provider “Sakaeronavigatsia”Ltd, was organised in Tbilisi, Georgia from 10 to 13 December 2013.
First meeting of Directors of the ICAO ASTCs in EURNAT Regions: Paris (France) 3 and 4 December 2013
On 3 and 4 December 2013 the directors of the eight Aviation Security Training Centres (ASTCs) located in the EUR and NAT regions conducted their first regional meeting in Paris. A growing amount of ASTCs and the diversity of centres in the EUR/NAT regions teaching ICAO AVSEC courses in English, French and Russian language require excellent coordination. The creation of a regional Directors’ meeting is meant to support cooperation in the Region and to prepare a coordinated input to the yearly global ASTC Directors’ meeting. Professor Galina Suslova from the National Aviation University in Kyiv was elected as chairlady and led this first meeting successfully. A catalogue of joint conclusions was developed and will be provided as EUR/NAT input to ICAO HQ for the preparation of the global ASTC Directors meeting.
AVSEC Instructors Certification training conducted at the ICAO Aviation Security Training Centre (ASTC): Doncaster (UK), 12 -20 November 2013
From 12 to 20 November 2013 ICAO conducted an ICAO Instructors Certification course in English at the Aviation Security Training Centre (ASTC) located in Doncaster, United Kingdom. 12 AVSEC experts from 9 different States in four (4) ICAO regions were trained as short term experts (STE) to teach AVSEC courses and workshops on behalf of ICAO around the globe.
EUROPEAN (EUR) REGION CIVIL/MILITARY COOPERATION SEMINAR/WORKSHOP: Kyiv (Ukraine), 28 – 31 October 2013
As part of the global ICAO campaign, a civil/military cooperation seminar/workshop was convened in partnership with the European Organisation for the Safety of Air Navigation (EUROCONTROL), the International Transport Association (IATA), the North Atlantic Treaty Organisation (NATO) and the ICAO Training Institute in Kyiv, Ukraine.
IE-REST/02: AVIATION SAFETY EXPERTS MEET TO WORK ON SAFETY INITIATIVES IN AREAS OF EUR REGION NOT COVERED BY EU/EASA REGULATORY FRAMEWORK: Chisinau (Republic of Moldova), 27 September 2013
The second meeting of the ICAO EUR Regional Expert Safety Team (IE-REST/02) was held in Chisinau, Republic of Moldova, from 25 to 27 September 2013. 37 participants, from 11 States and 5 International Organizations, attended the meeting, which was hosted by the Civil Aviation Authority of the Republic of Moldova.
EUR/NAT Aviation Security Group (ENAVSECG) conducted its second meeting hosted by Kazakhstan in Astana: Astana 4 to 6 September 2013
Following the kind invitation from Kazakhstan the EUR/NAT Aviation Security Group’s (ENAVSECG) second meeting was held in Astana from 4 to 6 September 2013. 56 participants representing 12 States, 4 International/Regional Organizations and 5 Aviation Security Training Centers from the EUR/NAT regions attended the meeting.
Opening of a new ICAO Aviation Security Training Centre (ASTC) in Almaty /Kazakhstan
In presence of the Vice-Minister of Transport and Communications, Mr Azat Bekturov, from the Republic of Kazakhstan, a new ICAO Aviation Security Training Centre (ASTC) was opened in Almaty, Kazakhstan, by the Regional Director from the ICAO EUR/NAT Office, Mr. Luis Fonseca de Almeida. The Civil Aviation Academy (CAA) in Almaty fulfills all ICAO requirements for an ASTC and received its endorsement in August 2013. During the official opening ceremony of the Training Centre, the CAA Almaty was welcomed into the global ASTC family and the ICAO flag was proudly raised.
Kazakhstan civil aviation authorities and air navigation service provider have hosted 3 PBN related events: Almaty (Kazakhstan), 26-30 August 2013
The list of events included workshops on PBN flight procedure design, use of PBN in airspace design and an ICAO PBN Go-Team project to assist Kazakhstan in advancing the implementation of PBN.
Third European and Fourth Global Meeting of CAPSCA: Bern (Switzerland), 21 June 2013
The ICAO European and North Atlantic Office supported and participated in the Third European Meeting of Collaborative Arrangement for the Prevention and Management of Public health Events in Civil Aviation (CAPSCA-EUR/03) and the Fourth Global CAPSCA Coordination Meeting. One of the objectives of the meeting was to develop a clear understanding of the roles and involvement of all stakeholders, especially those from States and international organisations, public health and aviation sectors, as well as public and private organizations.
IE-REST/01: safety experts start work to develop aviation safety initiatives in areas of eur region not covered by EU/EASA regulatory framework: Moscow (Russian Federation), 11 June 2013
The first meeting of the ICAO EUR Regional Expert Safety Team (IE-REST/01) was held in Moscow, Russian Federation, from 10 to 11 June 2013. 51 participants, from 17 States and 6 International/Regional Organizations, attended the meeting, which was hosted by the Interstate Aviation Committee. Mr. Vladimir Gorbunov (Airbus) and Mr. Dan Stratan (Republic of Moldova) were unanimously elected as IE-REST Co-Chairmen.
ICAO Safety Management Systems (SMS) Implementation Course for the Russian Federation: Moscow (Russian Federation), 31 May 2013
In response to the ICAO State letter of 30 June 2006 proposing to States assistance in implementing the Safety Management Systems (SMS), the Federal Civil Aviation Authority (Rosaviatsia) of the Russian Federation invited ICAO to conduct the SMS course for the managers of Rosaviatsia and the State ATM Corporation of the Russian Federation. The ICAO SMS Implementation course was conducted in Moscow from 27 to 31 May 2013.
Belarus to benefit from 16 Aviation Security Instructors thanks to the 1 st ICAO AVSEC Course held in the country: Minsk (Belarus), 24 May 2013
From 16 to 24 May 2013 ICAO provided an Instructors Course for AVSEC experts in Belarus responding to a request of the Member State. It was the first time that ICAO provided AVSEC training in and for Belarus. 16 AVSEC experts from The Centre of Aviation Security Professional Training, the Higher Aviation College, the Airport Minsk and the State Enterprise “Belaeronavigation” in Belarus participated in the training.
ICAO Regional Performance Framework Workshop to provide relevant guidance and obtain feedback from States in the Eastern part of the ICAO EUR Region: Bishkek (Kyrgyzstan), 21-23 May 2013
Thanks to the kind invitation from the Civil Aviation Authorities of Kyrgyzstan, an ICAO Regional Performance Framework Workshop was conducted in Bishkek from 21 to 23 May 2013 to specifically address the needs of States in the Eastern part of the ICAO European Region.
IFAIMA Global AIM 2013 & ICAO EUR/MID AIM/SWIM Seminar held in Istanbul to address planning and implementation issues related to the transition from AIS to AIM as well as AIM/SWIM challenges and opportunities: Istanbul (Turkey), 14-17 May 2013
289 participants from 53 States, five International Organizations and 17 Industry Exhibitors attended the IFAIMA Global AIM 2013 & ICAO EUR/MID AIM/SWIM Seminar which was jointly organized by IFAIMA, ICAO and EUROCONTROL and hosted by the Turkish Air Navigation Service Provider (DHMI) and the Turkish AIM Association (TAIMA). It was moderated by Mr. Michael Hohm, Technical Officer – Aeronautical Information Management, Air Navigation Bureau, ICAO HQ and supported by Mr. Mohamed Smaoui, Regional Officer, Air Navigation Services/Aeronautical Information Management, ICAO MID Office.
AVSEC seminar in Tashkent: Tashkent (Uzbekistan), 26 April 2013
Upon request of several ICAO Member States in the Eastern part of the EUR region, two regional officers from the ICAO EUR/NAT regional office held an AVSEC seminar in Tashkent from 15 to 17 April 2013. 21 AVSEC experts from 5 different States (Kyrgyzstan, Moldova, Georgia, Ukraine and Uzbekistan) attended the seminar. Topics were chosen to follow up on the ICAO High Level Security Conference (September 2012) and recent developments in the past 6 months. The seminar aimed to provide States with a better understanding of the decisions and the respective implementation action expected from States.
Safety Management Systems (SMS) implementation course: Bucharest (Romania), 5 April 2013
Upon request from Romania, instructors from the ICAO EUR/NAT Regional Office held a Safety Management Systems (SMS) implementation course from 1 to 5 April 2013. This course was attended by 29 top aviation professionals from various State and industry organizations in Romania as well as two experts from the Republic of Moldova.

Member States and International Organizations of the ICAO European Regional Aviation Safety Group (RASG-EUR) agreed today to establish an expert safety team to support the development and implementation of safety enhancement activities in the part of the ICAO EUR Region which is not covered by the regulatory framework of the European Union (EU)/European Aviation Safety Agency (EASA).
ICAO EUR/NAT and Flight Safety Foundation International sign a cooperation working arrangement on Flight Safety: Paris (France), 26 February 2013
The ICAO European and North Atlantic Office (ICAO EUR/NAT) and Flight Safety Foundation International (FSFI) signed today a working arrangement enabling both parties to enhance Aviation Safety cooperation and foster safety initiatives in the ICAO European Region.
ICAO EUR/NAT coordinates volcanic ash exercise in Kamchatka: Moscow (Russian Federation), 16 January 2013
Spanning multiple time zones, the aviation community came together to exercise a volcanic eruption in Kamchatka, Russian Federation from 2100 UTC on 15 January 2013 to 060 UTC on 16 January 2013 under the guise of ICAO. The objectives of the exercise were to test information flow of volcanic ash products which involved the volcano observatory in Petropavlovsk-Kamchatsky, Russian Federation (called KVERT), Volcanic Ash Advisory Centre (VAAC) Tokyo, Meteorological Watch Offices, and International NOTAM Offices. The information provided allowed coordination by area control centres, national air traffic management centres, airlines and operators to review changes to simulated flight plans and coordinate adjusted air routes to avoid volcanic ash.
