ICAO EUR/NAT Language Proficiency Requirements Implementation Task Force (LPRI TF/38)

The thirty-eighth meeting of the Language Proficiency Requirements Implementation Task Force (LPRI TF/38) was held on 17-18 March 2021 via a teleconference.




The meeting started with updates from ICAO, the Task Force Secretariat and EASA. Participating States and Organizations presented their respective status of the Language Proficiency Requirements (LPRs) Implementation and the impact of the COVID-19 crisis on their LPR activities.


A number of common challenges were identified, including:

  • Development/sharing of virtual classroom delivery guidance (COVID-19 related);
  • Sharing of experiences and best practices among TF members on virtual training (COVID-19 related);
  • Exploring the possibilities and challenges of virtual testing (COVID-19 related);
  • Mutual recognition of LPR credentials (legal framework and share best practices); and
  • Harmonization of LPRs at regional level – continuing the development of regional guidelines, together with EASA, and global guidelines (revision of Doc 9835).


73 participants attended the meeting from 27 States, 2 European Organizations (EASA, EUROCONTROL), 4 Industry Organizations (IATA, JAA TO, ICAEA, TALPA,) and academia (RMIT, Zurich University). The next meeting of the Task Force will take place in October 2021. It is currently planned to be held virtually over three days from 5 to 7 October; if feasible, a 2-day face-to-face meeting could be envisaged to be held in Paris, at the EUR/NAT Office, from 6 to 7 October 2021.
