ICAO EUR/NAT Webinar “Recommendations on Aviation Security Contingency Measures during COVID-19 pandemic” - 5 November 2020

The webinar on "Recommendations on Aviation Security Contingency Measures during COVID-19 pandemic" was conducted on 05 November 2020 in Russian language as a part of a webinar series to support States in addressing the COVID-19 crisis.


More than 90 experts from 15 ICAO EUR/NAT Member States participated, representing a diverse spectrum of EUR/NAT states, including EU member States e.g. Latvia, Lithuania and Poland, Balkan States e.g. Bosnia and Herzegovina, and other States in Eastern Europe and Central Asia – Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, the Russian Federation, Tajikistan, Ukraine, Uzbekistan.




The webinar aimed at familiarizing Member States and industry on the new guidelines developed by ICAO with the support of States, international organizations and industry representatives called "Recommendations on Aviation Security Contingency Measures during COVID-19 pandemic". In the course of the webinar, the objectives and the content of the guidance material were discussed. The guidelines stress the importance of ensuring the necessary protection of civil aviation against acts of unlawful interference with no openings for new vulnerabilities while simultaneously applying sanitary measures required by national health authorities.


It was underlined that it is of utmost importance to protect the health of security screeners and other AVSEC personnel while Consideration should be given to potential new threats and vulnerabilities; a risk based approach should be applied to quality control activities using remote means of oversight as long as appropriate and necessary ,a systematic reevaluation of security measures shall be carried out in line with changing sanitary requirements training and certification should be sought, as far as practicable.
