Lists the United Nations Agencies co-operating in technical assistance with nations throughout the world, and in particular in Liberia (from top to bottom): World Heath Organization, International Labour Organization, Technical Assistance Administration, International Civil Aviation Organization, Educational Scientific and Cultural Organization, International Telecommunication Union, Food and Agriculture Organization, World Monetary Organization.

The World Monetary Organization does not correspond to any organization. However, the designers should have more properly used the term of World Monetary System, which groups the International Monetary Fund (IMF) and the World Bank. The term World Bank generally refers to two of its institutions: the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA), whereas the World Bank Group (WBG) is used to refer to the family of its five institutions collectively.

Background: This stamp is part of a set of 4 air mail stamps, paying tribute to the United Nations Technical Assistance. The first stamp of this set lists the name of the International Civil Aviation Organization (ICAO). The designs of the other three stamps show: Printing instruction, Sawmill maintenance, Teacher and students in a class of geography.

A Basic Agreement concerning Technical Assistance for Liberia was signed at New York on 9 March 1954. Liberia became a Member of ICAO on 11 February 1947.
