You will realize that, the report has been subject to substantial editorial amendments in order to align it with the standard practices regarding the preparation of ICAO reports and to facilitate its review by the Air Navigation Commission, e.g. the report is expected to be a summary of discussions agreed to by the group instead of detailed minutes, and it should provide the consensus view of the group, not overemphasize diverging opinions. You will recall that after every meeting an executive summary of the meeting is prepared by the Secretary. The English version of the IAVWOPSG/2 Executive Summary has been finalized and also placed on the IAVWOPSG website. The executive summary will be translated into French, Spanish and Russian and the language versions will be posted on the website as they become available. The IAVWOPSG/2 Report will be considered by the Air Navigation Commission in December 2005. The Commission will take specific action on the conclusions which are related to: amendments to Annex 3; changes to the work programme of the group; and the organization of workshops and specific developments in coordination with States and international organizations. Formally, the follow-up action should only be initiated after consideration of the report by the Commission. However, in view of the extensive work programme, it is suggested that those concerned (i.e. the VAAC Provider States and the rapporteurs of the ad hoc working groups) start preparations for the follow-up action, attheir earliest convenience. The full table of follow-up action, with suggested target dates of completion indicated in brackets, has also been placed on the website under meetings. It is important that the rapporteurs ensure that they will be in a position to present a report with conclusion(s) reflecting the consensus of the ad hoc group well in advance of the IAVWOPSG/3 Meeting. These groups are established to resolve difficult issues identified during the formal meeting and therefore multiple proposals from various members of the same ad hoc group should be avoided.
