To all, Please NOTE that the attachment to the original e-mail does NOT
represent a frequency plan for the "World" but is a proposed plan for
Europe. Eurocontrol has presented a transition plan that will allow them the
implement VDLM2 in the European region.  The allocation of the 136-137 MHz
band in North America is quite different from that in Europe and any ICAO
frequency plan must recognize that States will exercise flexibility in the
allocation and use of frequencies on a regional basis.
