The Secretary General is head of the Secretariat, Chief Executive Officer of the Organization and Secretary of the Council. While the management of the five established Bureaux is undertaken through the respective Bureaux Directors, the Secretary General is directly responsible for the management and effective work performance of the activities assigned to the Office of the Secretary General relating to External Relations and Public Information, Finance, Programmes Evaluation, Audit and Management Review, and Regional Affairs, including the operation of the seven Regional Offices.
The Secretary General of the Organization is appointed by the Council of ICAO for a three-year term.
