Summary

EPA publishes the final 2013 rules for renewable fuels mandates
 
As required under the Clean Air Act, EPA set the 2013 renewable fuels mandates under the RFS program  based on gasoline and diesel projections from the Energy Information Administration (EIA). The final 2013 rules require 16.55 billion of renewable fuels to be blended into U.S. fuel supply (a 9.74 percent). The standard specifically requires (volumes are ethanol equivalent except for diesel):
  • 6 million ethanol-equivalent gallons for cellulosic biofuel;
  • 1.28 billion gallons for biomass-based diesel; and
  • 2.75 billion gallons for advanced biofuel.

This corresponds to a decrease of cellulosic biofuels from 14 million to 6 million gallons compared to initial plan.

EPA also announced it will propose to reduce the volume of advanced biofuel and total biofuel in 2014, in order to take into account the limited ability of the market to consume more ethanol due to infrastructure constraints and market-related factors (in particular limitation associated to gasoline-ethanol blends above 10%).
