THE ICAO SAFETY MANAGEMENT MANUAL (English)

The second edition of the ICAO Safety Management Manual (SMM) supersedes in its entirety the first edition. The manual incorporates guidance on the changes made to Standards and Recommended Practices on Safety Management since the first edition was published in 2006. It also take into account the feedback received by ICAO on the implementation of Safety Management and the experience gained during SMS training delivery. The major changes include: 1) guidance on the frameworks for a service provider 's Safety Management Systems (SMS )and for a State’s Safety Programme (SSP); 2) guidance for the development of a State’s SMS regulation and for the development of an SSP; 3) examples of gap analyses and system descriptions for the implementation of an SSP; and, 4) guidance on the development of a phased SMS implementation plan as a function of the size of the organization and complexity of its operations.
