The packing instructions in the International Civil Aviation Organization's (ICAO) Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284) have been the subject of an extensive review by ICAO's Dangerous Goods Panel (DGP) which has resulted in proposed revisions to their design and content.
Packing instructions for Classes 3, 4, 5, 8 and 9 and Division 6.1 were the subject of this review; the remaining packing instructions are already aligned with those in the United Nations Recommendations on the Transport of Dangerous Goods.
The DGP envisions that the packing instruction exercise will:
- Enhance safety;
- Reduce the likelihood for human errors;
- Facilitate employee training;
- Improve the presentation of packaging requirements to enhance user friendliness;
- Separate the passenger aircraft instructions from the cargo aircraft instructions;
- Rationalize the determination of quantities and types of packagings;
- Remove unnecessary or unjustifiable packaging restrictions;
- Improve the grouping of substances assigned to specific packing instructions;
- Minimize the number of particular packing requirements (PPR); and
- Improve harmonization with the UN packing instructions.
The DGP is initiating public consultation prior to considering the inclusion of the revised instructions in the 2009-2010 edition of the Technical Instructions (TIs).
Users of the TIs (shippers, regulators, carriers, trainers, etc.) are encouraged to review the proposed packing instructions presented in the Consultative Document and to provide feedback by completing the survey before 22 March 2007.
The Consultative Document is comprised of explanatory text, an amendment which was added on 7 February 2007, and appendices as follows:

It should be recognized that the Consultative Document is very large because it enables comparison with existing provisions and includes lists of substances. If adopted, it will only be the packing instructions shown in Appendix A which will replace the current instructions.
