The Aviation Security Manual (Doc 8973 – Restricted) assists Contracting States in implementing Annex 17 to the Chicago Convention by providing guidance on how to apply its Standards and Recommended Practices (SARPs). Annex 17 and Doc 8973 are constantly being reviewed and amended in light of new threats and technological developments that have a bearing on the effectiveness of measures designed to prevent acts of unlawful interference.
The Aviation Security Manual, formerly entitled Security Manual for Safeguarding Civil Aviation Against Acts of Unlawful Interference, has been restructured. The Eighth Edition consolidates the previous edition's five-volume format into a single comprehensive document, improving its usability and effectiveness.
The latest edition, updated in light of Amendment 12 to Annex 17 — Security (applicable as of 1 July 2011), enhances guidance to States by providing updated material and information on best practices. Among other things, this edition provides aviation security authorities with improved guidance on cargo supply chain security, human factors and one-stop security arrangements. New guidance on countering cyberthreats to critical aviation information and communications technology is also available.
