Please note that there is a difference between an
Instructors Course and an ICAO AVSEC Instructors Certification Process.
Additionally, please note that each State is responsible for certifying their own instructors, in line with Annex 17.ICAO Certified AVSEC Instructors facilitate training activities such as courses and workshops on behalf of ICAO at the Aviation Security Training Centers (ASTCs) and under the framework of assistance to Member States (NOTE: the ICAO AVSEC Instructor certification does not constitute a certification on behalf of a State.) Individuals who become ICAO Certified AVSEC Instructors are endorsed by the Appropriate Authority of their State and can be released to ICAO, upon request, to carry out short term training missions. The Implementation Support and Development – Security (ISD-SEC) Section manages the cadre of instructors and facilitates the certification process only when ICAO has a need to add instructors to the cadre. When the certification process is held, participants must pass an AVSEC Expertise test at the beginning of the course and an Instructors Skills test at the end of the course. Certifications are generally valid for up to 3 years.
