Please note that there is a difference between an Instructors Course and an ICAO AVSEC Instructors Certification Process.
The “Instructors Course” teaches AVSEC Experts the “Art of Teaching” AVSEC courses and a certificate of attendance is handed out at the end of the course to all participants The participants can then return to the State equipped with the knowledge to teach an aviation security subject matter course in their native language. However, the participants are not “certified” as instructors.
ASTP Instructors is an ICAO Saleable Document and can be purchased under "Training Packages (ASTPs)” page.
Additionally, please note that each State is responsible for certifying their own instructors, in line with Annex 17.
ICAO Certified AVSEC Instructors facilitate training activities such as courses and workshops on behalf of ICAO at the Aviation Security Training Centers (ASTCs) and under the framework of assistance to Member States (NOTE: the ICAO AVSEC Instructor certification does not constitute a certification on behalf of a State.) Individuals who become ICAO Certified AVSEC Instructors are endorsed by the Appropriate Authority of their State and can be released to ICAO, upon request, to carry out short term training missions.
The Implementation Support and Development – Security (ISD-SEC) Section manages the cadre of instructors and facilitates the certification process only when ICAO has a need to add instructors to the cadre. When the certification process is held, participants must pass an AVSEC Expertise test at the beginning of the course and an Instructors Skills test at the end of the course. Certifications are generally valid for up to 3 years.
