EUROPEAN (EUR) REGION CIVIL/MILITARY COOPERATION SEMINAR/WORKSHOP: Kyiv (Ukraine), 28 – 31 October 2013

Kyiv (Ukraine), 28 – 31 October 2013
 
As part of the global ICAO campaign, a civil/military cooperation seminar/workshop was convened in partnership with the European Organisation for the Safety of Air Navigation (EUROCONTROL), the International Transport Association (IATA), the North Atlantic Treaty Organisation (NATO) and the ICAO Training Institute in Kyiv, Ukraine.
 
 

The seminar/workshop was attended by more than fifty participants from nine States and three international organizations. The main objectives of the seminar part were to:

 

- present the main results from the Global Forum in 2009,

 

- give an overview of the Circular 330/AN Civil/Military Cooperation in Air Traffic Management,

 

- raise awareness and improve civil/military cooperation and coordination,

 

- optimise airspace by applying the concept of flexible use of airspace in the regions,

 

- share information between civil/military authorities and

 

- analyse the impact of modernization efforts by States on the military requirements. 

 

 

 

 

During the workshop part, aimed at to enhance common understanding of civil/military cooperation in airspace management, the focus of the event shifted towards a more practical approach covering topics such as: an introduction to the elements of good communication, the preparation of a static airspace plan reflecting civil and military airspace requirements with associated priority rules, the development of a dynamic airspace plan in order to explore an actual airspace use plan for the day of operations, initiatives and simulation tools that can further improve civil/military cooperation.
 
 

A significant number of conclusions and recommendations, which are addressed to ICAO and to States/stakeholders, in order to improve civil/military cooperation and the optimizations of the airspace were developed and agreed by all the attendees at the end of the seminar/workshop week.
