Bishkek (Kyrgyzstan), 21-23 May 2013
Thanks to the kind invitation from the Civil Aviation Authorities of Kyrgyzstan, an ICAO Regional Performance Framework Workshop was conducted in Bishkek from 21 to 23 May 2013 to specifically address the needs of States in the Eastern part of the ICAO European Region.

The Workshop was attended by more than 30 participants from some Eastern States’ Civil Aviation Authorities and Air Navigation Service Providers, several International Organizations and other aviation stakeholders.
The main objectives of the ICAO EUR Regional Performance Framework Workshop were as follows:- present the Regional Performance Framework context, the ICAO global framework and the results achieved so far by the European Air Navigation Plan Coordinating Group ( COG) Performance Task Force;
- raise stakeholders’ awareness on the performance-based approach;
- clarify roles and responsibilities within the Regional Performance Framework;
- provide guidance on the implementation of the Regional Performance Framework;
- ensure stakeholders’ commitment to its implementation;
- collect inputs from participants during practical exercises;
- get States’ feedbacks aimed at continuously improving the Regional Performance Framework.
This workshop represented an important step towards the finalization of the final Regional Performance Framework document and the relevant guidance material.
Feedbacks collected during the Workshop confirmed the importance of a regional approach to performance measurement and the widespread support of the results achieved so far within this domain.
All technical inputs collected during the Workshop will be duly considered by the COG Performance Task Force during the preparation of improved documentation. The latter are expected to be presented for final endorsement as a new ICAO EUR Doc to the COG/56 (Berlin, 1 to 5 July 2013) then to EANPG 55 later this year.
